A gaunt figure who haunts the lower docks of Fort Valiance, Zhul Mekar is a warlock whose patron dwells somewhere in the lightless depths of the ocean. His eyes carry an unsettling bioluminescent glow, and barnacles crust the hem of his robes. He trades in secrets, prophecies, and the occasional curse. The harbor master tolerates him because the alternative — angering whatever lurks beneath the waves — is worse.
Speaks in half-riddles and trailing sentences. Constantly distracted by things only he can hear. Surprisingly kind to children and stray animals.
Zhul has received a vision of something rising from the deep — something that threatens Fort Valiance. He needs adventurers to investigate a submerged ruin.
A merchant wants Zhul silenced permanently. He offers the party a counter-deal: find the merchant's hidden contraband instead.
Zhul's patron has gone silent. He's terrified, and willing to pay handsomely for anyone who can help him reestablish contact.
